Does anyone know if it is possible to implement a sort of text detection with Jetson AGX Orin?

You may try tesseract-ocr. It can be installed with apt. See:

sudo apt search tesseract-ocr

I don’t have experience with this, but searching the web for “tesseract ocr video” gives many links.
