You are correct. The second C in C2C is a switch installed directly on the carrier board. M is a module that connects to the carrier, for example an SFPx/QSFPx module.

This nomenclature is defined in the IEEE 802.3by spec. Annex 109A defines C2C and Annex 109B defines C2M.
