Two GPUs recognized in Linux but only one recognized in Windows

I have a DELL laptop with 2 GTX260m in it. I run deviceQuery in both windows 7 and linux. there are two GPU devices found in linux but only one device found supporting CUDA in Windows 7. However, I can see there are two Graphic cards 260m in windows device manager. It’s sort of weird. Is there anyone having some idea to solve this problem?
Brief information about my system is as followed.

Windows 7: driver (186.24), toolkit 2.2 and sdk 2.2, SLI is turned off.
Linux (Debian sqeeze/sid): driver (192.18), toolkit 2.3 and sdk 2.3

Are you sure that this is the last driver version for windows 7?
