[tx2] can't receive output stream using DS 4.0

my input type is mode 4 with a HikVision IPC camera .And I use yolo for detection,I want to make the result output as rtspstreaming.

Here are my settings:

[source0]
enable=1
#Type - 1=CameraV4L2 2=URI 3=MultiURI
type=4
uri=rtsp://admin:catlab2018@10.48.76.113:554
#uri=file://1.mp4
num-sources=1
gpu-id=0

(0): memtype_device - Memory type Device

(1): memtype_pinned - Memory type Host Pinned

(2): memtype_unified - Memory type Unified

cudadec-memtype=0

[sink0]
enable=1
#Type - 1=FakeSink 2=EglSink 3=File
type=2
sync=0
source-id=0
gpu-id=0
nvbuf-memory-type=0

[sink1]
enable=1
#Type - 1=FakeSink 2=EglSink 3=File 4=RTSPStreaming
type=4
#1=mp4 2=mkv
#container=2
#1=h264 2=h265 3=mpeg4

only mpeg4 is supported right now.

codec=1
sync=0
#source-id=0
bitrate=4000000

set below properties in case of RTSPStreaming

rtsp-port=8554
#udp-port=5400

I can see the result of detection on screen, and when i use netstatus , it shows port 8554 works well.
but if I use vlc with the location rtsp://localhost:8554/ds-test,the connection faild.
And
gst-launch-1.0 rtspsrc location=rtsp://127.0.0.1:8554/ds-test ! rtph264depay ! h264parse ! nvv4l2decoder ! nvoverlaysink
doesn’t work as well.

help me, pls.

But it works when I changed port from 8554 to 48842.
