c03-base is based on a00-base and add some extra configuration.

Open the c03-base dts file and you will see the first line shows

include “tegra186-quill-p3310-1000-a00-00-base.dts”

can wifi/Bluetooth driver is displayed
Use rfkill or ifconfig and iwconfig

This description is not very clear. c03-base does not disable any functionality of on-board wifi/BT.
