Ubuntu 20.04.2 LTS NVIDIA-SMI has failed because it couldn't communicate with the NVIDIA driver

I’m getting : NVIDIA-SMI has failed because it couldn’t communicate with the NVIDIA driver this message whenever im running nvidia-smi.
I have have Ubuntu 20.04.2 LTS with gtx 1650.
Graphics driver -470

  1. I have updated to latest kernel 5.13.9-051309-generic.
  2. Disabled secure boot.
  3. Removed nomodeset from grub.
    Still no luck.
