Unable to download a file from download center

I wanna get the following file.

But, it doesn’t work to download.

I can’t reproduct that problem, maybe there is a firewall issue on your network.

Incidentally, I see the “lock” icon as well, but this does not stop download. Not sure what the lock icon means, maybe that it is read-only, not sure.
