Unreal Engine flickering/crawling/noisy shadows and light

Hello. I have a really strange glitch and i am not sure if its related to Nvidia GPUs or drivers. I spend lot of time trying different settings and versions of unreal engine but problem still persist, so i thought its related and want confirmation from more experienced people.

Steps to reproduce:

  1. Download and install UE5.4.4 or UE5.5.0 preview
  2. Create new standard project/automotive product design & manufacturing/Photo Studio with starter contect(not sure if its related)
  3. Open project and set Scalability to Medium to better see glitch

After this steps you immediately see flickering/crawling/noisy shadows on mesh edges, its worse on floor but car disks also have same issue. Its like light from light sources constantly moving along the mesh edges by few pixels and never stop.
On Medium scalability settings it looks horrible, on Epic or even Cinematic its not that bad but at certain angles you still able to see noisy shadows and light moving along edge. On Epic/Cinematic settings you can see it in car disks and if you move under car and look at floor in distance.
I have this issue with or without AA enabled. TSR/TAA/FXAA/OFF all of them have issue. Lumen On/Off dont matter. FPS dont matter. Light source or post process volume settings dont fix issue. Unlit mode obviously dont have this issue.

Some of my specs:
Win10 pro
CPU intel i5 9600k
GPU RTX 2070S driver: 566.03 previous 560+ versions also had same issue; in nvidia app enabled automatic OC
USBC driver not installed
RAM 16gb
M2 SSD

Please investigate this issue. Maybe its not related to nvidia but i rly want to get confirmation that its not my GPU or drivers causing this. Let me know if you need additional info.
