Updated Kernel now CUDA will not compile samples Users are unable to comple samples but root does it

I am able to compile samples such as deviceQuery as root fine but I’m unable to run samples with users account after kernel update receiving an error cudaGetDeviceCount Failed CUDA Driver and Runtime version may be mismatched.

Also if I place the user account in the video group the samples run fine but I am not allowed to keep it that way due to security requirements.
