Can I upgrade tensorrt version to 4.0 on jetpack3.2?

It’s not supported. May I know why you want to do this?

The CUDA driver for TensorRT4.0 is incompatible with the OS of JetPack3.2.
It’s recommended to reflash the system to JetPack3.3 directly.
