I’m currently working on Xavier Developer Kit. Can I use the recovery USB port(Type-C) as normal usb port on runtime(Ubuntu OS up and running)? Is it possible? If yes, how? Could you please help me?

The USB-C should “just work” as a normal port when fully booted. Do you see an error?
Are you using a custom carrier board? If so, then a device tree edit might be required.
