On dual monitor setup, when I enable VRR, no application uses it, and GPU clock ramps up or down, the monitor 1 frequency quickly drops to 49 Hz and comes back to 144 Hz so desktop animations are very jerky.
That behavior is visible on the screen OSD:
The only way to fix the issue is disabling VRR on monitor 1, using only one monitor, or locking the GPU to the highest power level (P0).
Monitor 1: 2560x1440 144 Hz
Monitor 2: 1920x1080 75 Hz
OS: Arch Linux 6.10.7-arch1-1 and Windows 10 22H2
GPU: RTX 2080 SUPER
Both monitors are connected in DisplayPort and support VRR but only the monitor 1 is affected by the issue even if VRR is disabled on monitor 2.
The issue happens at least since 535 drivers with Windows and Linux (with and without GSP).
I previously opened Monitors literally stutter when VRR/G-SYNC is enabled but it was on the wrong category as it also affects the Windows driver then I created a new one in hope to have better visibility.
