why I can not use openmp while I use mkl with pgi compilers?

I try to use the intel mkl in openmp way with pgi compiler.And I use the example that the pgi website post.but I find it does not work because the cpu utilization ratio is just smaller than 100%.There is the website:FAQ | PGI
