Why TX2 has uboot, but AGX Xavier hasn't?

As we all know cboot is enough to load kernel and filesystem, so there is no need to add the uboot. Why uboot is added to tx2 bootloader?

We use uboot since TK1 till TX2, and trying to have CBoot support on new SW branch, that’s the enhancement in AGX Xavier;
