Can I use this batter to power the developer kit?
Seems OK. The power of module is general 10W-30W, maximum current is 3A@19V, you can calculate the request of input supply accordingly.
Note that if you are powering motors directly from this battery, then you will probably still want to isolate with a regulator. Inductive loads and sudden changes in voltage tend to not work well.
