Xavier NX boot time "usb 1-3: device not accepting address 7, error -71"

Hi, Nvidia expert,
We have Xavier NX system that has a wifi (wg217) connected to soc usb. We are using L4T 32.4.4 (we cannot go with 32.6 for now).
After flashing the board then reboot, there is “usb 1-3: device not accepting address 7, error -71”, in this case the wifi does not work (kernel module is not loaded).
Reboot does not help.
I found the only way can make it work is power cycle the board. After one power cycle, above “error -71” will not happen any more, the wifi works fine.
What might be the issue?
How can we avoid power cycle to get rid of above “error -71” ?

Is this on your custom board or nvidia devkit?

This is on our custom board.
BTW the wifi uses usb 2.0.

It sounds similar to " Xavier usb3.0port cant mount usb2.0 device".
Any suggested solution?

Have you performed compliance test to make sure signals are good? The default setting is for Xavier NX developer kit. You would need to do compliance test for custom board.
