Xavier NX Won't Boot After Installing Riva

Operating System Jetson 5.0.1
Riva Version 2.2.1
How to reproduce the issue ? After installing Riva, upon restart the NX would power on but no USB devices could be connected. Upon some troubleshooting, I discovered that the device was receiving power and sending power to the pins as well as the fan, but none of the USB ports or HDMI port. I am not sure what the issue is and was wondering if anyone knows the issue or has experienced this.
