I am afraid we cannot give guidelines here, this is up to the individual system builder. They need to guarantee proper airflow in the chassis to keep the system overall cooled.
If this is the Workstation version of the GPU, then it is not originally designed for Rack usage. But it depends completely on the overall system design. Dual GPU setups in general are fine with this GPU, as long as there is enough power and airflow.
