It is inside gst-nvinfer. The gst-nvinfer plugin is open source. The source code is in /opt/nvidia/deepstream/deepstream/sources/libs/nvdsinfer and /opt/nvidia/deepstream/deepstream/sources/gst-plugins/gst-nvinfer.
