According to this thread it seems like https://pypi.jetson-ai-lab.dev has been down for a few days.
The last comment mentioned that this page can provide insight on the current status of the server, it is from 2h ago (3h since you posted) and by looking at the page it seems like the server is up.
You might want to re-try on your side and if you keep having issues we would suggest you write on the thread I shared to see if other people are still facing problems.
