Jetson AGX Orin turn into force recovery mode only 1 min

We used AGX 64GB devkit
When ORIN enters recovery mode for 1 minute, it will restart and enter the system normally.
The board designed by ourselves is controlled by one recovery button.
This will cause you to re-enter recovery mode after you have finished flashed master. (XAVIER doesn’t have this problem.)

100% reproduce

If you’re reproducing it, use the orin development version. Use the recovery button to enter recovery mode. Does not insert the burn line, it will automatically restart into the system.
