Memory of GPU increase so much when changing from 1080ti to 2080ti

Hello, I am Khanh. I have a tensorflow model with the size of 11M.
With 1080 ti, tensorflow 1.9.0, the model requires just 478M GPU memory
With 2080 ti, tensorflow 1.14, the model requires 4G GPU memory
Please let me know the solution for the 2080ti case.
