CUDA 10.1 looks to be there, and CUDA 11 looks to be there, but the CUDA 10.2 page is bear of OS selection buttons.
We have a requirement to 10.2 as a current baseline.

I can confirm that when I try right now with Firefox on Windows 7 from California, there seems to be nothing linked from https://developer.nvidia.com/cuda-10.2-download-archive
If you are lucky, someone from NVIDIA will see this thread and mobilize the relevant internal resources.
