Dell R7525 NVIDIA-SMI success but can't pass CUDA smaple test (A100 PCIe * 2)

installed driver 525 and CUDA Version 12.0
it succussed but can’t pass all of CUDA test from Nvidia/cuda-samples

The gpus are in MIG mode so cuda won’t work. Furthermore, nvidia-persistenced doesn’t seem to be running.
