Nvidia-smi: No devices were found

OS: Linux Mint 21.3 x86_64
Kernel: 6.10.0-1-t2-jammy
CPU: Intel i5-8257U (8) @ 3.900GHz
GPU: NVIDIA Tesla P4
GPU: Intel Device 3ea6

I installed the driver using NVIDIA-Linux-x86_64-550.90.07.run as neither ubuntu-drivers nor driver manager of the distro installs correctly.

This is the only driver that is recognized by nvidia-smi, however it shows No devices were found

This is the dmesg log about the GPU:

I have also ran nvidia-bug-report and attached the log here.

The GPU has been checked to be working on another Windows machine.

I fixed the problem by enabling persistenced mode and setting kernel parameter pci=realloc.
