Virtio-net SR-IOV VF are not created

Hi Team,

I am trying to create Virtio-net SR-IOV VF by following below steps.

As per documentation after " Virtio-net SR-IOV VF Device Configuration" section, its expected to create a virtio device but i see a bunch of emulated PCI bridge are created.
Please suggest what is the wrong config which I performed.
