3 devices (1 intel 2 nvidia) but nvidia-smi only shows 1 GPU

That’s what I’m getting on ubuntu 16 with AZrock z270 killer SLI and 2x GTX 1060. Monitor is plugged in to motherboard, and I want 2 GPUs for compute (cuDNN)

OK, so I wanted to rule out card failure. So first, I plugged monitor into First GPU. system booted up and display was showing fine. Next I swapped position of the 2 GPUs. The second GPU only booted up to a completely black blank screen. So am I correct to assume that means the GPU is defective? I tried them individually, and again, one GPU booted up fine with monitor plugged into it, but when swapping it out (same PCI slot) for the other card, screen was black.

To me that means card is defective, unless somehow BIOS has some GUID and is only wanting to show display when that one card is plugged in.
