i edit the boot options on the bios to delete boot from internet, i save the configuration and reboot. boot works fine but when i power down and then up again the boot configuration is set back to the old one and it attempts to boot from IPv6 and IPv4

With Orin Nano carrier board or from 3rd party?

once the jetson was powered up i hit the ESC button until i entered the bios page
i went to boot manager options and deleted all the HTTP, IV and all unnecessary other devices and saved the file. i edited the boot order and saved.
on first re-boot it worked as expected but when i shut down the jetson and powered up it went back to try boot from the internet. when i checked the bios i found out that it went back to the previous settings
it looks like the bios does not update the correct configuration file

We’ve tried to reproduce this behavior locally.
It seems the expected result to us.
The IPv4, IPv6, PXE have been indeed deleted when you save and exit UEFI menu, but they are recognized in the next boot so that they are added back to the boot device list.
As a WA in your use case, you can try to configure the New Added device
to the Bottom through the following path:
Device Manager → NVIDIA Configuration → L4T Configuration → Boot Configuration → Add new devices to top or bottom of boot order → Bottom
