Hello, We are trying to flash a new/frash Jetson we have with one of the old frozen images. We have seen this Cannot Open USB after few seconds. We have also tried to flash a fresh system.img instead of using the old image, but still facing the same situation. How can we know what’s the exact issue…

Yes you are right. it is (699-83310-1000-D02) D02 module.
Regarding the jetpack, I have also tried to flash a fresh system image, but the issue still persists.
