Does there exist a Dockerfile with included development dependencies as to build the sample deepstream applications?

Sorry that the dockerfile is not available for the public.
But you can find our Deepstream container on the NGC page below:

https://ngc.nvidia.com/catalog/containers/nvidia:deepstream-l4t

You can build your own on top of it.
