Dlib and opencv cannot use CUDA

My graphics card is 2080s maxq. I have installed CUDA toolkit and CUDNN but Cmake cannot find CUDNN while Configuring opencv.
Also, dlib cannot find CUDA.
I installed CUDA v11.1, CUDNN v8.2.1 and the bandwidth test is passed.
Help me please.
