If Orin Nx supports the functionality of power-on via USB signal?

Could someone please provide insights or direct me to relevant documentation or resources where I can find information regarding this feature?

In that case, if it’s not power-on but rather waking up from standby mode through USB, is that supported?

Yes, waking by USB plug-in is supported.
