GPU passthrough licensing on Proxmox without using vGPU

I have an A4000 and am exploring options for virtualization. Do I need a vGPU license (or any additional license) to pass a workstation card through to a Linux VM with VFIO on Proxmox for:

  1. a private desktop, including remote desktop connections, or
  2. a private server for my own use, or
  3. a public service for use by others, including commercial use of any kind?

If so, would the open source Nouveau driver prevent the need for a license? I’m not interested in using vGPU software, just a straightforward passthrough over VFIO. Thanks.
