The rebate for the latest GPU is interesting. Can you tell me more about it?

I was going through the PDF for full list this list only gives the GPU card price only right?

If we want to buy HGX H 200 4GPU what CPUs and other components do we need to build the full server and make it functional? And what will be the total cost?
