How to troubleshoot the issue when 'nvidia-smi -rgc' is not working?

“After running ‘sudo nvidia-smi -rgc’, checking the GPU frequency with ‘nvidia-smi -q -d clock’ still shows the Graphics frequency locked at 1710MHz, despite no CUDA programs executing at the moment. Is it possible to configure GPU frequencies within the system? (This server was previously used by someone else, so I’m unsure if any configurations were made.) How can I troubleshoot and resolve such issues? Additionally, the ‘nvidia-smi -q -d clock’ command runs very slowly, often taking several seconds before displaying output. How can I identify and rectify this slowdown?”

Please configure the nvidia-persistenced daemon to start on boot.
