[Jetson AGX orin] Create ota_payload_package failed

When I was creating Jetson ota_payload_package, it reports error:

here is my step:

export BASE_BSP=/home/fuyuanli/workspace/test/jetson_linux_r36.3.0/Linux_for_Tegra
./apply_binaries.sh
export TARGET_BSP=/home/fuyuanli/workspace/test/jetson_linux_r36.3.0/Linux_for_Tegra
sudo -E ./tools/ota_tools/version_upgrade/l4t_generate_ota_package.sh jetson-agx-orin-devkit R36-3

Is there any problem in my execution?

did you also visit jetson-linux-r363 to download [OTA Tools r36.3.0] package?
may I also confirm… is it the same base/target BSP (r36.3.0) you would to create OTA payload package?

1. The problem occurred when I was creating r36.3 image
2. Yes, current release of my board is r36.3, I just want to flash the same image by ota

according to those errors… no payload made for config...
would like to double confirm the platform you’re working with, are you using AGX Orin DevKit? how you flash the target? did you flash with JetPack 6.0 release version?
in addition, please share your steps in details to create OTA payload for reference.
