We have a vmware cluster running with esxi 7.0 u3 and we want to passthrough the gpu with vm in esxi but getting unsupported hardware while turning on the VM.

This is correct, Workstation GPUs in more complex or large scale virtualization setups require specific software support. Please refer to our Virtualization Product pages.
