I was given an older ASUS Zephyrus G14 w/ GTX 2060. This laptop requires the rd.driver.blacklist=nouveau
and nouveau.modeset=0
kernel options to use the display. Using those options, I then updated the system and followed the Streamlining NVIDIA Driver Deployment on RHEL 8 with Modularity Streams, modifying the urls for RHEL 9, andinstalled the nvidia-driver:latest module stream. I can now reboot and get a display without manually adding those original kernel options.
But neither GNOME’s Settings’ About section nor nvidia-smi show the nvidia gpu.
Attached are the nvidia bug reports from after the first reboot.

Fixed. It was SecureBoot. I would’ve thought the precompiled drivers would have been signed.
