as mentioned above I want to change the voltage of my GeForce GTX 1050 Ti using my Linux system. Is this possible? I can’t find such a setting, not even when typing “nvidia-settings -q all” in the terminal. Any ideas what I can do?

You don’t - voltage tuning has never been available on Linux and most likely will never be exposed.

Is there another way to do this safely? As I know there’s no way to modify and reflash the BIOS of the card.
None that I’m aware of.
Theoretically if you have two GPUs, you can pass through your GPU inside a VM with Windows where you’ll set the card voltage, then you shutdown your VM and enjoy it in your host OS.
