Nvidia driver 530 series: GPU stays at the highest power state P0 with 2 screens > 60 Hz

When the GPU (RTX 2080 Super) is idle, it doesn’t go to P8 state: it is stuck to P0 state and it consumes 58W instead of 22W.
This issue happens on X11 and Wayland with the latest driver 530.41.03 and even on Windows with the driver 531.41.
I have a 2560x1440 144Hz screen and a 1920x1080 75Hz screen.

I also noticed when the problem occurs the GPU neved goes to P2 state even with CUDA appliaction running.

Since the issue is solved with my previous setup with a driver update. I now added a 2560x1440p 360Hz monitor and I have the issue again on both Linux X11/Wayland and Windows.
