从Orin文档上看，MAXN模式下CPU和GPU的性能都比40W高，但是使用cpufrequtils设置CPU为性能模式后，再通过stream 测试读写性能，测试结果发现40W比MAXN性能更好，这是什么原因？

The power modes are for reference and you can customize one mode fitting your use-case. If 40W mode runs better in the use-case, you may simply use the mode.
