Passthrew Tesla M60 on Ubuntu 22.04.3 LTS VM "No devices were found" from nvidia-smi

This VM is running on Esxi 7.0 Update 3, M60 card is in graphics mode.

On the VM,
I have installed cuda-repo-ubuntu2204-12-2-local_12.2.1-535.86.10-1_amd64.deb
Also installed nvidia-driver-local-repo-ubuntu2204-535.86.10_1.0-1_amd64.deb
Device shows with lspci | grep -i nvidia as 03:00.0 VGA compatible controller: NVIDIA Corporation GM204GL [Tesla M60] (rev a1)

Nvidia-smi shows no devices found error. Please see the attached bug report and let me know if you need anything more
