I do not have “/etc/apt/apt.conf” file and I am working directly on the jetson nano with a attached screen.

Please check your network proxy setting issue first.
After fix the network issue, run sudo apt-get update
again.
If still get errors, please share your error message.
I am not sure how to check my network proxy setting.
I did not properly register the IP with my lab, so that was my issue. This can be closed.
