This affects containers with cuda-11.0 libraries:
nvcr.io/nvidia/tensorflow:20.06-tf2-py3
nvcr.io/nvidia/tensorflow:20.07-tf2-py3
pkg-config --libs cuda-11.0 gives wrong libary path. It was present in 20.06-tf2-py3 but I see that it is still there in 20.07-tf2-py3
