The scale limitations

I have a 4090 on the laptop and a 4070 on the desktop and I use a 43” HD TV Monitor with 60hz and 1920 x 1080. It would be better if I could set the scale to as low as 75% perhaps 80% thus gaining space on the screen for more windows. Thank you.

The above subjects were imposed, only software and scaling would be nice.
