Unable to train on lpd yolo_v4_tiny

Please provide the following information when requesting support.

• Hardware (Quadro RTX 4000)
• Network Type [Yolo_v4 / LPDNET)
• TLT Version (v3.21.11-tf1.15.5-py3)
• Training spec file (specs_file.txt (2.5 KB))
• How to reproduce the issue ?
