I just found that I had already answered it in the topic you posted:

I missed it. WSL2 does not by default enable any dynamic kernel modules; instead, everything is built into the kernel image. Therefore, you have to specify this parameter for disabling USB auto suspend through kernel command lines, which can be done with WSL2 config files.
