Attach the VF(SR-IOV) to ovs-bridge cause ARP broadcast storm

I use sr-iov with mellox CX-5, and create a VF. When i attach the VF to ovs-bridge, there are a lot of ARP packages and cause broadcast strom. I do not know why it cause broadcast storm.
Is there any problem with this operation? Is it caused by a loop?Why does it cause a loop?
