Regarding Rj-c and Rj-b in the Orin NX Thermal Design Guide, am I correct in understanding that Rj-c indicates thermal resistance to the case direction and Rj-b indicates thermal resistance to the PCB (bottom) direction?

Yes, Rjc is junction to case, Rjb is junction to board.
