I just had a similar issue. I fixed it by unabling the secure boot on my machine. According to NVIDIA drivers not working while Secure Boot is enabled, secure boot “allows signed (trusted) drivers to load. NVIDIA drivers are not signed by default, which is why they fail to load”.
